MEMORANDUM DECISION AND ORDER

SPATT, District Judge.

The plaintiff pro se Victor Coffey (the “plaintiff’ or “Coffey”) commenced this action on March 20, 1995, against the United States and the United States Postal Service (the “defendants” or the “Postal Service”), claiming employment discrimination and violations of his constitutional rights. Presently before the Court is a motion by the defendants to dismiss the complaint, pursuant to Fed.R.Civ.P. 12(b)(6) for failure to state a cause of action upon which relief may be granted.
