This appeal concerns the proper method of testing the validity of a completed city annexation where the challenge is grounded on an alleged failure of the Local Agency Formation Commission to comply with the requirements of the California Environmental Quality Act (CEQA; Pub. Resources Code, § 21000 et seq.) and the Knox-Nisbet Act (Gov. Code, § 54773 et seq.).
