The sole question presented upon this appeal is whether section 305 of the World War Veterans’ Act 1924, as amended, 38 U.S.C.A. § 516, 1935, Cumulative Supplement, was repealed by section 17 of the Economy Act of March 20, 1933, 38 U.S.C.A. § 717. The plaintiff in the District Court set up two causes of action: (1) A claim of total and permanent disability at the time of his discharge from the military service on April 3, 1919, during the life of a war risk insurance contract for $10,000 in force throughout the month of April, 1919,' through the payment of premiums…
