The Justices of the Supreme Judicial Court respectfully submit their answers to the questions set forth in an order adopted by the Senate on March 29, 1982, and transmitted to this court on April 13, 1982, respecting a constitutional amendment proposed by initiative petition and subsequently amended by the Legislature.
