MURNAGHAN, Circuit Judge:

On April 7, 1993, Appellant, Karen Trim-per (“Trimper”), filed a lawsuit under 42 U.S.C. § 1983 in the United States District Court for the Eastern District of Virginia, against Appellee, City of Norfolk, Virginia.
