INTRODUCTION
In November of 1971, the United States National Bank of Oregon (hereafter, “U. S. National”) applied to the Comptroller of the Currency (hereafter, “Comptroller”) for permission to open two new branches in Oregon. They were to be located in relatively new shopping centers, one in Lancaster Mall in Salem, and the other in Eastport Plaza in Portland.
