MEMORANDUM OPINION AND ORDER
BABCOCK, District Judge.
In this action under the Right to Financial Privacy Act (RFPA), 12 U.S.C. § 3401 et seq., plaintiff, Major Gregory L. Russell, U.S.A.F. (Russell), moves, pursuant to Fed. R.Civ.P. 65, for a preliminary injunction against the Air Force defendants, to enjoin them from using, photocopying, or disseminating his financial records obtained from co-defendants American Express Travel Related Services Company, Inc.
