This is a consolidation of two appeals, both involving an ongoing dispute between the City of Sandpoint (City) and the Sandpoint Independent Highway District (Highway District) regarding their respective responsibilities for the highways within their common boundaries. In City of Sandpoint v. Sandpoint Independent Highway District, the parties are in disagreement over which entity is responsible for street maintenance. Sandpoint Independent Highway District v.
