SEVERENS, Circuit Judge.

The Kelley Island Lime & Transport' Company, the owner of the steam barge Ohio, filed its libel in the court below charging the respondents, the Great Lakes Towing Company and the city of Cleveland, with having by negligence caused the Ohio to come into collision with a pier of a drawbridge over the Cuyahoga river, a navigable stream running through the city into Lake Erie: The river coming down and passing under the bridge (called in the record the “Middle Seneca Street Bridge”), and,going on 220 feet fur-! ther, makes a sharp turn to the ieft around a point called…
