The Denver Water Department’s1 purpose is to provide water services to the citizens of Denver. This singular purpose necessitates its operation and maintenance of Denver’s pubhc water facility and involves the private property at issue in this case. Under the Colorado Governmental Immunity Act (GIA), “[sjovereign immunity is waived by a pubhc entity ... for injuries resulting from” negligent conduct in “[t]he operation and maintenance of any pubhc water facility.” § 24-10-106(l)(f), 10A C.R.S.
