OPINION
WEISBERG, Judge.
Rosemary Rice appeals from the Arizona Department of Economic Security (“DES”) Appeals Board’s (“the Board”) denial of unemployment insurance benefits. Because we conclude that the Board misconstrued Arizona Administrative Code (“AA.C.”) R6-350135(H), we reverse and remand for an award of benefits.
FACTUAL AND PROCEDURAL BACKGROUND
Rice was employed by American Express Travel-Related Services Co., Inc. (“American Express”) in Phoenix. On October 26, 1992, American Express announced a voluntary employee retirement program (the “VERP”) for employees age fifty-five or older.…
