The question presented on appeal is whether the Pennsylvania Board of Probation and Parole (“Board”) properly deemed that a state prisoner’s failure to challenge the timeliness of an administrative parole revocation hearing 1 at the hearing itself constitutes a waiver of the timeliness question under the contemporaneous objection/issue preservation principles animating Dilliplaine v.
