ROONEY, Justice.
The Employment Security Commission of Wyoming (Commission), appellant, appeals *199from an order of remand by which the district court reversed an administrative decision of the Commission with direction to reinstitute the internal appeals process at the administrative level. The Commission had refused to review the decision of an examiner of the Commission on the basis that the appeal therefrom was not timely. In its opinion letter, the district court stated that it
