On December 1, 1954 Francisco Taime, a tenant, occupied an apartment house located in building No. 84 of Ponce de León Avenue in Hato Rey, owned by the intervener Harry Nadal Skerret. He was charged a monthly rental of $75.00. The rent that was being paid on this dwelling on October 1, 1942, according to the federal Office of Price Administration (O.P.A.) was $45 a month. In April and June 1956 Taime went to the Economic Stabilization Administration alleging that the rent was excessive.
