Appellants, members of the International Committee Against Racism (InCAR), filed suit in district court seeking injunctive relief against the enforcement of parade and sound equipment ordinances enacted by the City of Tupelo, Mississippi.1 The parade ordinance contains a permit application system, regulations regarding the conduct of paraders, and exceptions to the ordinance.
