The defendant City of Hallandale appeals to this court from an order of summary judgment entered by the district court in the Southern District of Florida, in favor of the plaintiff Miami Herald.
The dispute between the parties revolves around Chapter 16 of the Hallandale city code, as amended by ordinances 78-3, 79-17 and 79-19, which imposes an occupational license tax upon certain enumerated businesses.
