Plaintiffs brought this action against the City of St. Louis and three members of its Police Department alleging violations of 42 U.S.C. §§ 1983 and 1988. The district court 1 granted summary judgment in favor of Defendants, determining that the conduct complained of did not violate “clearly established statutory or constitutional rights of which a reasonable person would have known,” Harlow v. Fitzgerald, 457 U.S. 800, 818, 102 S.Ct. 2727, 2738, 73 L.Ed.2d 396 (1982), and was protected by the doctrine of qualified immunity. The complaint was dismissed and this appeal…
