THIS MATTER is before the Court on Defendant Fairfax County, Virginia’s (“Fairfax County”) Motion for Judgment as a Matter of Law, under Fed. R. Civ. P. 50(b); Motion for a New Trial, under Fed. R. Civ. P. 59; and Motion to Alter or Amend the Judgment, under Fed. R. Civ. P. 59(e).
