CRAVEN, Circuit Judge:

Aid to Families With Dependent Children (“AFDC”) is a federal welfare program in which the states participate jointly with the federal government in making support grants to needy families with dependent children. See Title IV, Social Security Act, 42 U.S.C. § 601, et seq. “Medicaid” is a joint federal-state program under Title XIX of the Social Security Act, 42 U.S.C. § 1396a, providing medical care and assistance to qualified indigent families and individuals.
