Petitioners-appellants Farmers State Bank, LaGrange, Indiana, and Shipshewana State Bank, Shipshe- wana, Indiana, appeal from the LaGrange County Circuit Court’s judicial review 1 of the administrative decision of the Department of Financial Institutions of the State of Indiana (Department). The reviewing court affirmed an order of the Department granting the application of the Citizens Bank & Trust of LaGrange County (Citizens Bank) to organize a new bank in LaGrange, Indiana.
