The plaintiff, Mantoris Jones (“Jones”), brings this action pursuant to 42 U.S.C. § 1983 against the defendants, City of Hartford (“City”), Bruce Marquis (“Marquis”), Robert Murtha, Timothy McGrath, Shawn Nichols and Ferndando Rodriguez (“officers”), (collectively “defendants”), alleging violation of his Fourth Amendment rights.
