Plaintiffs Richard Gullo, Susan Gullo, Frankie Torres, Francisco Torres, Jr., Justin Kuhl, and Richard Kearns sued the City of New York and unnamed John Doe police officers under 42 U.S.C. § 1983 and state law for false arrest, excessive force, and malicious prosecution.
