The question presented by this original proceeding is whether Article 342-210 of the Texas Banking Code, 1 which provides that all information obtained by the Banking Department relative to the financial condition of state banks shall be confidential and shall not be disclosed by the Commissioner or any officer of said Department, creates an absolute privilege.
