This suit was brought to test the constitutionality of certain acts of the legislature under which the State of Tennessee, Davidson county, and the city of Nashville were authorized to issue bonds for the purpose of laying out and constructing a memorial to our soldiers and sailors of the late war with Germany. The chancellor upheld the acts of the legislature drawn in question, but in his decree placed certain restrictions around the application of the proceeds of the bonds to he issued by Davidson county and the city of Nashville.
