The Office of Public Counsel appeals the circuit court’s affirmance of a Public Service Commission decision that reclassified certain Southwestern Bell services in specific exchanges as “competitive,” thereby decreasing regulation over their pricing. The Office of Public Counsel is joined in the appeal by several private telecommunications companies who intervened below.
