ORDER
EDENFIELD, Chief Judge.
Under the provisions of Local Rule 250, this action brought pursuant to the Truth in Lending Act, 15 U.S.C. § 1640(e), was referenced to a bankruptcy judge designated as a special master to determine the issues and to make a written report of findings of fact and conclusions of law with a recommendation to this court on final action. This court has now received the special master’s report, has reviewed that report, and has concluded that although the court ADOPTS the special master’s findings of fact, the court will substitute its own opinion on the proper…
