MEMORANDUM OPINION AND ORDER
GRAHAM, District Judge.
FINDINGS OF FACT AND CONCLUSIONS OF LAW
This is an employment discrimination action brought under the federal employee provisions of the Age Discrimination in Employment Act of 1967 (“ADEA”), 29 U.S.C. § 633a. On January 18, 1989, plaintiff Fred B. Ivey filed a complaint against James F. McGovern, then Acting Secretary of the Department of the Air Force, Lieutenant Colonel Paul R. Isaacs and Jack A.
