¶1 The Washington Law Enforcement Officers’ and Fire Fighters’ Retirement System Act (the Act), chapter 41.26 RCW, establishes a retirement system for fire fighters and law enforcement officers. This system is commonly referred to as the “LEOFF Benefit System.” The *420Snohomish County Disability Board, which administers the Act, promulgated a set of rules relating to dental services available to members of the LEOFF 1 system.
