Petitioners, federal prisoners, appeal a dismissal of their suit seeking a writ of habeas corpus and injunctive relief. Petitioners complain of detainer notices (detain-ers) lodged against them by the Immigration and Naturalization Service (INS). Respondents are John Gluch, then warden of the Federal Correctional Institution at Milan, Michigan (FCI Milan); the United States Bureau of Prisons (BOP); and the INS.
