The plaintiff brought this action seeking damages under 42 U.S.C. § 1983, declaratory relief under 28 U.S.C. § 1331, and injunctive relief and damages for several pendent and ancillary state and constitutional claims, and also under the Lanham Act, 15 U.S.C. § 1051 et seq., and the Federal-Aid Highway Act, 23 U.S.C. § 101 et seq.
