This appeal stems from the objections of two public school teachers to their involuntary transfers from one school to another in the same school division.

The Constitution of Virginia, implemented by statute, mandates that the “supervision” of public schools “in each school division shall be vested in a school board.” Va. Const. art. VIII, § 7; Code § 22.1-28.
