MEMORANDUM ORDER

FISH, District Judge.

This case is before the court on the motion for summary judgment of defendants L.L. Bowman III (“Bowman”) and H. Earl Hall, Jr. (“Hall”), which seeks dismissal of the claims against them in both their official and individual capacities. Those claims allege that Bowman and Hall were part of a conspiracy, involving several state, feder al, and private defendants, to injure plaintiffs’ business and reputation and to deprive them of their civil rights. 1
