This matter is before the board on the appeal of Bell Development Corporation (hereinafter appellant), from two orders dated August 1, 1973, issued appellant by the Pennsylvania Department of Environmental Resources (hereinafter D E R). Appellant operates two apartment developments in Moon Township, Allegheny County, Pa., College Park Apartments and Colony West Apartments. In each apartment development, appellant operates a swimming pool facility for the benefit of its tenants and their invited guests.
