Plaintiff William Henry Harrison served two separate terms of incarceration in federal prison. In 2008, near the end of his first term, a district court directed the Bureau of Prisons (“BOP”) to disregard certain “misleading” statements in Harrison’s file, which had prompted the BOP to incorrectly designate Harrison as a sex offender and declare him ineligible for minimum security housing.
