Plaintiff-appellant, Miguel Corte-Real, appeals from the order of the United States District Court for the District of Massachusetts granting the United States’ motion for summary judgment. The district court held that plaintiff’s tort claim against the United States could not be maintained because plaintiff, failing to state a “sum certain” in his administrative submission, had not properly presented the administrative claim within the prescribed two-year period.
