Petitioner Defense Logistics Council of American Federation of Government Employees Locals (“Union”) seeks review of a decision of the Federal Labor Relations Authority (“FLRA” or “Authority”) finding nonnegotiable a Union proposal to modify the procedures and standards implemented by the Defense Logistics Agency (“Agency”) to prevent intoxicated driving on its federal military facilities.
