RYMER, Circuit Judge:

This is a consolidated appeal arising out of an airplane crash in San Diego, California as the plane approached an airport in Tijuana, Mexico. Exportadora de Sal, S.A. de C.V. (“Exportadora”) challenges two rulings of the district court: (1) that Expor-tadora does not have sovereign immunity, and (2) that California law applies to these actions. We affirm.
