Section 15 of the Shipping Act, 1916, 39 Stat. 733, as amended, 46 U. S. C. § 814,1 requires the filing with the *43Federal Maritime Commission (Commission) of seven categories of agreements between a common carrier by water, or “other person subject to this chapter” and another such carrier *44or person.2 Among those agreements that must be filed are those “controlling, regulating, preventing, or destroying competition.” The Commission is empowered to “disapprove, cancel, or modify” any such agreement that it finds to be “unjustly discriminatory or unfair as between carriers, shippers, exporters,…
