INTRODUCTION
Liability in this Wmsiar-related litigation was not contested by the government and on
May 1, 2002, the court granted the plaintiff’s motion for partial summary judgment on the issue of liability. Thereafter, the plaintiff, Citizens Federal Savings and Loan Association (“Citizens”) and the government cross-moved for summary judgment on the issue of damages.
