Plaintiffs Defenders of Wildlife and the Sierra Club filed a complaint against the Administrator of the Environmental Protection Agency (“EPA”) under the Clean Water Act (“CWA”), 33 U.S.C. § 1365(a)(2), to compel the EPA to revise certain regulations governing wastewater discharges from power plants, and they simultaneously filed a proposed consent decree resolving the complaint.
