Petitioner Adam Musser is an inmate in the Iowa Department of Corrections, and he brings these petitions for a writ of habeas corpus pursuant to 28 U.S.C. § 2254 to overturn his four Iowa state court convictions for criminal transmission of human immunodeficiency virus (HIV). See Iowa Code § 709C.l(a). Because all the cases concern violation of the same law and concern the same Petitioner, they have been consolidated for purposes of administration and review.
