The appellees, Milstead and Pickerall, wear two hats. One, as paid career fireman in the Prince George’s County Department of Fire Protection and the second as officers of volunteer fire companies in that county. They viewed with considerable umbrage Administrative Order No. 1, dated July 2, 1968, issued by the Director of Fire Protection (Director) which in effect prohibited the continuance of their dual capacity.
