SPRECHER, Circuit Judge.
The employer, Hendricks County Rural Electric Membership Corporation (REMC), appeals from a decision of the National Labor Relations Board finding that REMC engaged in unfair labor practices in violation of section 8(a)(1) of the National Labor Relations Act. 29 U.S.C. § 158(a)(1). The principal issue presented by this appeal is whether the personal secretary to the general manager of REMC was an “employee” under section 2(3) of the Act. 29 U.S.C. § 152(3).
