The constitution of the United States grants to the congress the “power to promote the progress of science and useful arts by securing for limited times to authors and inventors exclusive right to their respective writings and discoveries.” Article 1, § 8. The power thus granted was exercised by the congress sitting first after the adoption of the constitution. 1 Stat. 124.
