Petitioner Pelege Brevil brings this petition for a writ of habeas corpus under 28 U.S.C. § 2241 ; the All Writs Act, 28 U.S.C. § 1651 ; and Article I, Section 9, Clause 2 of the United States Constitution challenging his detention by United States Immigration and Customs Enforcement ("ICE"), which is part of the United States Department of Homeland Security ("DHS").1 For the reasons set forth below, the petition for writ of habeas corpus should be granted and the respondents should be directed to grant Brevil a bond hearing in accordance…
