Larry and Judy Thomas appeal from the trial court’s dismissal of their claim against the respondents, the City of Kansas City, Missouri, and the City of Raytown, Missouri, for damages and injunctive relief as a result of surface water flooding allegedly caused by the condition of the respective municipalities’ property. The trial court dismissed the action, with prejudice, for failure to state a cause of action against the respondents.
