I. INTRODUCTION
The United States brings this forfeiture action against a $38.5 million dollar jet purchased by Teodoro Nguema Obiang Mangue (“Nguema”), Equatorial Guinea’s Minister of Forestry and Agriculture 1 and the son of Equatorial Guinea’s president.
