East Allegheny School District (East Allegheny) petitions for review of a final order of the Secretary of Education, Donald M. Carroll, Jr. (Secretary), that affirmed and adopted the opinion and recommendations of the Bureau of Vocational and Adult Education (Bureau) that concluded that East Allegheny was in violation of provisions of the Public School Code of 1949 (School Code) 1 and regulations of the Department of Education (Department).
