The defendant building and loan association was incorporated March 2, 1923. Its contract for the sale of stock and memberships was made with the Imperial Finance Company on March 31, 1923. The act relied on by the Attorney General as controlling the activities of building and loan companies generally, including the right to enter into the contract in question, was filed with the secretary of state on April 3, 1923, and became an effective law under our Constitution on July 3, 1923.
