ROVNER, Circuit Judge.

Sam Bingham was a high school student in the New Berlin School District in Wisconsin when his parents, Mary and Bruce Bingham, determined that he needed special education services. Toward that end, they sent a letter to the principal of the New Berlin West High School informing him of Sam’s condition and requesting that the New Berlin School District personnel provide a special education evaluation.
